ISSUES ON H1B VISA IF 2ND MASTERS AND 1ST MASTERS ARE SIMILAR OR 80% MATCHED IN COURSE WORK

As my h1b was not picked this year I am on my 2nd masters and working on CPT for an organization as a Java developer. I did my 1st masters in Computer Science and 
Currently i am enrolled in Master in Information Technology. If we have Dual Masters in same program / 80% of cources same will that impact on my H1B if i have a RFE next year. Is MSISS Masters in Information security preferable as I work for state client and it is good to have security related knowledge as a developer.

2 masters will not be an issue, but day 1 CPT will be a red flag.

Did you use OPT for your first Masters? Then that work on CPT is illegal.

And CPT from day 1 is going to kill any chance of getting an H1.
