Got selected in h1b lottery but now don't have job offer letter for petition

Hi,

I am currently on H4. I got selected in H1b lottery but my consulting company is not able to file petition as i don’t have job letter.  

Will it cause any issue in future for me. currently my H4 EAD is in process.

Will it cause any issue for employer also if they don’t proceed further.

Simply can employer withdraw it?
