Does H4 EAD expedite denial cause a delayed processing

Hi, I am planning to raise a H4 EAD expedite request. However while talking to USCIS customer care they mentioned if expedite request gets denied H4 EAD processing can be delayed further. Is this true? Anyone had such experience before? Also if expedite request gets denied shouldnt USCIS be approving within 240 days of filing? Hoping to get a reply soon.
