Processing time to obtain new receipt number for MTR

How soon do we get new receipt number for motion to reopen on denied-H1B?

My employer said he had filed MTR in November and still didn't recieve a receipt number.

Also he does not know about the time frame when the new receipt number will be obtained.

 

Can anyone help on this issue.
