B2 to F2 Visa, Apply in home country or COS in USA?

My wife is on OPT with a reputed company after finishing her MS.

I have a B2 visa on which I have visited her twice in last 2 years(short 2 week trips). I am planning to take a long break and stay with my wife. I want to know -

1. If I should apply for a F2 visa in India or visit her on B2 and later apply for COS in case my plan seems to extend beyond 6 months which is not decided yet. 
2. In case my F2 visa is denied for any xyz reasons, will it affect my B2 visa?

I am going through some change in career path, so need some time to self study & later apply in jobs again in India or probably in UK/Canada. So I can use this time to stay with my partner and support her since we have been staying away for almost 2 and a half years because of her education. Please advice.
