COS H1B to L1A

Hi,

I started working with a company "A" in USA from Oct-2010 on H1B visa. My PERM and I-140 for EB2 has been approved. 
I did work for the same company as a managerial position outside of USA from June-2016 to Aug-2017(14 months).
My employer is willing to do convert my case from EB2 to EB1 but want to apply L1A->EB1C route.

I have completed totally 7.2 years H1B stay so far and remain outside the USA for more than a year(June-2016 to Aug-2017). 

Am I eligible for COS H1B to L1A? Please advise me.

You would have to be outside the US again for at least a year. The previous stay abroad doesn't count since you came back on the same H1.
