H1B transfer processing Times

In EVC model, Vendor filed my H1B transfer petition 

1. H1B transfer was filed on Oct 9th 2018 

2. Case was transferred to new service center(Nebraska) on Jan 10 2019 

3. Case status got updated as Withdrawal Acknowledgement Notice Was Sent on Feb 13th 2019 

4. Vendor(Petitioner) Confirmed that they did not request for withdrawal,  Its mistake from USCIS they have erroneously have done this 

5. on Feb 22 2019 , Petitioner sent case reopen status to USCIS 

Questions 

1. Will the processing times will be delayed 

2. Since petition was filed before Dec 22 2018 , Can request for premium processing ?

3. How long  USICS might take to accept the case reopen request , will they accept ? 

Anyone in the similar case , any inputs are appreciated

My case was approved on March 4th and was filed on oct 9th. I think you should hear from USCIS this month only.

So, did you get a response, its a standard 5 months from my first H1b processing I recall..
