Travel during H1 transfer

Iam working for new employer with receipt notice and My H1 transfer is in progress. I have valid visa on passport from previous employer.I might have to travel India which is required and I  heard from my new employer’s lawyer that I can travel with a special letter from employer.I didn’t hear such option so far.

Is that a option available currently?

Also what should be informed at POE when transfer is approved just a day before or on same day while returning?

At POE do they allow if in case transfer is gone for RFE?

please help in responding these as I hope there should a rule defined to travel during H1 transfer when its emergency
