485 rejected in error

My actual priority date is 2010 but the I-140 that was issued with a incorrect priority date of Feb 2011 by USCIS

When I informed this to my employer in 2016, I was told that during 485, we can attach the PERM approval page indicating the 2010 date to point out the error

Additionally my company filed a SR and it appears that USCIS might have updated the records but we didn't receive an updated I-140 approval notice

I just filed 485 on Jan 15th 2019 pointing out that the date on I-140 is incorrect and attaching the PERM page and providing a cover letter to that effect via my attorney

USCIS rejected my application saying it's pre-mature since the date on the I-140 is 2011. They didn't look at the PERM approval page even looks like

 

Now the dates have retrogressed in Feb bulletin. i have a question

1) How do I get USCIS to relook at this case again, given the dates have retrogressed. 

2) any way to get the updated I-140 approval notice
