H4 Withdrawal

I have submitted my wife's h4 I539 Petition along with my h1b petition on sep 26 when she was in US but she left to india on Nov.Our visa expired on Dec.she is in india. I hear that her petition will be rejected since she is out of country and my company immigration team says that if her extension is denied and my wife cannot get visa even with my approved petition for next 6 months as it is USCIS Regulation. So they asked me to withdraw h4 petition and told it is my responsibility to withdraw it.

1) What is process for withdrawal.Is it an good option to consider in my cases

2) Is it possible to do by myself

3) If visa is denied, is it possible for her to get visa stamping using dropdox using my approval petition from india before 6 months

That is not correct. USCIS has nothing to do with visas, that's the Department of State.

There is no such rule.
