California Service Center

I recently submitted my I-130. I am filling for my spouse under the F2A category. I recently received my I-797C which states that the service Center is California. I can see that the waiting time is 18-24 months for California whereas it is just around 5 months for Texas or Nebraska. Is there any way I can change or request for a change from one service center to another ? If not, does it mean that there is no scope of my I-130 being approved before 18 months in California ?
