I-130 processing time

Hi, 

I am a permanent resident living in the USA, I filed a I-130 for my spouse to the Chicago office and got my priority date as Dec 2018, my I-130 has not been approved yet. I recently discovered that I can file I-130 in the international offices also. My spouse lives in Singapore for the last 4 years, I believe Singapore comes under the Bangkok office. If I file in Bangkok office will my processing time be reduced ? Is there any way I can transfer the application. My spouse is not a citizen of Singapore, she is there on an employment visa. will that be a problem ? What is the best way to proceed ?
