H4 to H1 COS pending

Hi all,

I applied for h1 last year and got a wage level1 and employee -employer relationship proof RFE, it was submitted last year in November, Since then its still in RFE no update. I am not sure if anyone has faced this. The H1 was applied as COS from H4 to H1.  I have travelled multiple times to India after RFE was responded. 

My question can I apply for F1 COS status as I want to pursue MS data science. Please help...
