Is it possible to work with h1b visa receipt number if my h1b is filed after current 3 year h1b visa and i94 expiry?

My initial 3 year h1b has expired on September 1st 2018 and my i94 on September 11th 2018. However, I have applied for F2 change of status and received the receipt number on August 30th 2018. F2 COS case is still pending. Meanwhile, I have received an employment offer from another employer and he is ready to file H1B for me now. But, Can I work with H1B receipt number as H1B will be filed under regular processing or what are options to start working.

I doubt it . You can only start on receipt number when you are changing from Active H1 - Another H1.

in your casei dont think you can start on receipt number. You need to wait until it is approved
