Hi, 

i received an offer from Employer B (product based and headquarter is in North Carolina). Does this company have to file H1B transfer in California center or Vermont center? Since premium processing is suspend, Employer B want to file in regular processing and want to join/work with receipt number.

Can you provide the inputs on this? I would like get some details on the risks involved on this situation if i start the working with Employer B using receipt number
