H1b extension vs H4-EAD

Hi,

My H1b is expiring in a month, I need some suggestion on if I have to apply for H1b extension in normal mode or premium given NTA is going to kick off soon.

If I apply H1b in normal mode, will new NTA guideline (i heard it starts from Sep 11th) applicable to me? or only for applicants who are applying extension on or after Sep 11th (or whenever this kicks in)?

My husband's h1b extension also filed in June, can I apply  H4 that can attach to his extension? can I do H4 and H1b extension in parallel with the benefit of keeping h4 status in case of h1b denial?

Appreciate any suggestion for my situation.
