Transfer fresh H1B to Company X without joining petitioner Company Y.

Hi,

I am working for a company A in Canada. Company B applied my new fresh H1B which was approved in Jan 2018. I am still working with Company A. Company A has office in US also. Now Company A is ready to transfer my H1B ( cap-exempt) [From Company B to Company A]. Is it possible to transfer the H1B without landing in US and joining Company B? Thanks.

Not possible. You are only counted for the H1 quota when you have started working for the original H1 employer. Only then can the H1 be transferred.
