H1B Extension decision pending

Hi Everyone,

My petition for H1B Extension was submitted to USCIS on December 20, 2017 in Regular Processing at Vermont Center. I have received RFE from USCIS on April 22, 2018. My company has submitted my RFE response to USCIS on June 22, 2018. 

My I-94 expired on March 2018.

1. Can I do H1B transfer now to a different company if they are ready to accept me with H1B Extension pending from my current employer. What is the risk of H1B transfer with H1B Extension still in pending state from my current employer.
