H1B regular processing to Premium processing with new H4 application

Hello,

I have my H1B extension applied under regular processing a month ago and I got my receipt number as well. My wife is also on H1B and wanted to change her status to H4 for personal reasons. 

I need input on, if I can upgrade my petition for extension to premium and also attach my wife's H4 application, so that her petition will be approved along with my extension.

Since my extension application do not have any dependents listed, will uscis consider H4 application as premium as well?
