Hi

My H1B for current Company A is going to expire in August 2018. Extension has already been filed with USCIS in June 2018. I got an offer from Company B.

1. Can initiate H1B transfer(Premium Processing Mode) with Company B while H1B extension is already in progress?

2. If Yes for #1, assuming that got approval for H1B Transfer and join company B but later on Approval/RFE comes for extension petition with Company A then it can impact Company B's H1B Approval? Does Company A's H1B petition status will supersede Company B's H1B Approval as Company A's petition status is the latest? 

3. How much time it generally takes for USCIS to process Withdrawal applications?
