A visitor doesn't "return" to the US. A visitor visits the US and returns to his or her home country.

A visitor needs to be more abroad than in the US. After all, the person has a home abroad. A rule of thumb is to be at least twice as long as the last US visit abroad before visiting again.

The officers at the POE can deny entry if they think the person is not a bona-fide visitor.
