Form I-134 pre-requisites for F1 visa

Hi,

I will be going for F1 visa stamping this week and sponsor is my brother and stays in US on H1B visa. Do I need to carry notarised FORM I-134 for stamping in India. Does it needs to be filled by US citizens or GC holders only ?. As he is on H1B , is it mandatory to fill FORM I-134 and provide me for stamping. Please provide response as early as possible.

Form I-134 is completely irrelevant. It is never needed, and it isn't even enforceable.
