Can dependents travel on Ex-Employer valid H4 visa while new H1B petition is in transfer state?

Hi JoeF, I have a related question. What if in similar cases the H1B holder cannot go for PP since he's on 60-day grace period and the transfer was applied for without client letter and in Consular processing? Can the H4 dependent still enter the US with the old visa (from ex-employer) during the time the transfer is under regular-processing?

If the person has left the old employer, the person is not in H1 status. The person is legal while the petition is pending, but dependents can not enter on H4 during that time.
