RFE on H1 transfer - Degree not equivalent to US Masters

Hello,

Unfortunately I got RFE today after my h1 transfer was filed on PP. 
The RFE is, as heard from the employer, to provide justification that my Master's degree is equivalent to US Master's degree. 
To our surprise, this RFE was issued inspite of us submitting an education evaluation as part of the application. 

Is it normal to get such RFE of late? Also how likely it is to get approved after responding to the RFE? 

Some information on my background: 
Bsc Comp science (3 yrs) 
Mtech soft engg from BITS pilani (4 yrs) done as part of work integrated learning program. 
7+ yrs of experience in IT 

H1b cap application approved on 2015 - no rfe 
H1b extension approved on 2016 - no rfe

One thing you can do is, Get a Credential Evaluation Done based on the combination of "Bsc + Mtech + Exp" .. !!
