H1B Amendment & Extension - RFE

Hello - My current H1B valid till Sep 2018.

I had to start a new project on Dec 2017 (CA State) and filed new LCA in Jan 2018. Now got a query that why my pay check was run for CA rather than IL as my previous LCA and Amendment was for IL which was approved.  

I am not sure what would be the possible ways to answer the RFE. 

Any inputs... or Will H1B transfer or a new project would help?

you cannot answer RFEs, your employer will take care.  They know the reason why they ran pay stub from a different state.
