B2 visa 214B for in-laws

My In -laws got a 214B rejection for B2 tourist visa on March 22nd because of insufficient bank balance 

but they had the Affidavit of personal properties ,but forgot to show them 

in the 214b they didnt mention if they can come in certain time period

can i reapply , there a time period restriction?

I am seeing a lot of threads for 214-B denials. But what I read it seems like nothing can prove your ties to home country (property, children, grand children). then what is considered as strong ties to home country. My father owns a business but still my parents visa got rejected and he visited 2 other countries in the past and came back to home country without extending any stay but still got rejected.

I don't understand what exactly can prove that my parents will go back from US if nothing above can prove.
