Can my employer apply I-140 if there is an layoff?

Hi,

My PERM filled on Feb 2018 and it may take another 3-5 months to get approval based on current processing time. I heard about lay-off happened this week in my company.

1) If my PERM get approved by Aug 2018, whether my company can able to file i-140 for me or wait upto 6 months to conitinue GC process?

2) Will it cause any problem while applying for I-140?
