H1b denied for the attached reason kindly suggest whats this

I have Applied for H1b and its picked in the lottery, then goes to RFE and Decision Notice mailed status.Here im attaching screenshot the reason for deny.kindly let me know

1.is it because of LCA wage level 1 designation and VIBE concerns ?

2.can someone explain me and whats the possibility to approve if I challenge the case ?

Hi Lasya,

I don't understand how you can apply for your own H1B!!! Your employer should file a petition for your H1B, and you cannot challenge USCIS decision, your employer should file a Motion to Reopen.

It seems your employer did not adequately responded to the Specialty occupation RFE.  They need to submit proper documentation showing that offered job is a "specialty Occupation".  check with your employer.

As per the responsibilities, looks like a testing position and uscis doesnt have enough evidence to approve this as specialty occupation.check with ur attorney. Is this a fulltime or consulting company.
