I140 RFE stating India Bachelors Degree is 1year US degree

Dear Friends,

I have filed my 140 under premium processing and I received RFE couple days back.
Stating my 3yrs Bachelors degree (Computer Sciences) + M.Sc in Computer Sciences + 9.5yrs of India experience doesn't qualify for EB2.

USCIS had considered by 3 yrs Bachelors degree as 1yr US degree + 2yrs Masters = 3yrs Degree and this is not equivalent to 4yrs US degree.

Couple of my classmates got approved their 140 previously with same qualification and experience.

I am confused why USCIS is considering 3yrs Bachelors as 1yr.

I had spoken to my employer and they told the laws are changed.

Did any one encountered this situation?

Please advise possible solution how should I answer this RFE.
