Travel while H1B in processing

Hi,

 

My H1 application has been picked but status is updated as RFE. I am currently on OPT extension and my OPT expires on May 2019. Please help me with these questions:

1. I need to go to India for my wedding for about 3 weeks starting from Oct 20, 2017. Assuming I will not get H1 approved before I leave to India or before I come back to US, please suggest whether it is safe to travel on my OPT. 

2. If H1 is approved while I am in India, can I get the documents mailed to India so that I will have the H1 stamp when arriving at POE?

3. Also, please let me know if there is possibility of premium processing starting Oct 2017.
