New i140 portability rule applicable for already revoked i140

My case my ex-employer revoked my i140(Approved Jan-2015 and revoked Jun-2016) after year from approval, my new employer not at started and am at 7th year. 

so my question is the new rule is also applicable to already revoked i-140. so I can change job without my i140? or i can extend existing my visa.

No, it is not retroactive. If your I-140 has been revoked, it stays revoked.
