NORI inspite of govt funding?

Dear friends,

I am a student in India and went on J-1 visa to US in summer 2014 and 2-year home stay restriction 212(e) has been put on my visa. I am now applying for NORI from India, so as to be able to get job visa in US. I have my interviews with companies in US going on, and would need the waiver to get the job.

1. Has anyone applied for NORI from India ? 
(The website says the process is similar, but does not give all details)

2. I was provided with some funding from a govt of India institution under an exchange program, but on DS-2019, only the name of university is written as sponsor.  

-  So should I write about support from Govt of India in the affidavit ? Will it reduce my chances of getting waiver? 
Has ANYONE who had government funding got the waiver ?
