F1-Visa Stamped during FALL-2013, deferred admission to SPRING-2015 - Visa Stamping again Required?

I got my F1 visa stamped during FALL-2013 and due to some personal constraints, i have to defer the admission to SPRING-2015. 

 

Can i come to US with existing F1-Visa or should i re-attend the Visa interview @ Consulate.

You can enter not more than 30 days before your class starting date. Existing valid F1 visa can be used.

If you existing visa stamp is valid then you can use that to enter.

This is the response i got from my college DSO when i requested for reactivitating OLD SEVIS record with existing F1-Visa.

 

" SEVIS fee paid last year got expired and existing SEVIS is too old to reactivate, So Please pay SEVIS fee again and we will issue new I-20 and so you will have to reapply for F1-Visa Stamping before you come for Spring-2015 (Jan-2015)"

 

Can you please let me know if F1- Re stamping is required?
