H1B vsa stamping- Layoff status gap

My friend is planning to travel to India for H1B visa stamping. This is his extension stamping and he has approved I-140. He was laid off in June 2016 and transferred his H1 to new employer in July 2016. There was a gap of 18 days from the date he was laid off to the date he got the receipt notice from his current employer. He is currently a full time employee of a large US based firm. Will there be any issues during stamping due to the 18 day gap?
