OPT denied

Hi All, 

 

My OPT for the masters in CS is denied. 

 

Denial Reason:

According to my SEVIS record, DSO recommended OPT on October 10, 2015. But I filed form I-765 (Application for Employment Authorization ) on November 10, 2015, 31 days after the DSO recommendation. Therefore, my OPT is denied on February 9, 2016. 

 

Then, I filed Motion to Reopen or Reconsider by saying that DSO issued another updated I-20 on November 2, 2015. It has both the OPT recommendation and CPT request. But again USCIS denied my OPT on March 16, 2016 for the same above reason. 

 

Please answer my following questions: 

 

a. Is there any way to update OPT recommendation as November 2, 2015 with my sevis id by showing the updated I-20, which has both Opt recommendation and CPT request ?

Note: DSO can't do data fix with my sevis, after 60 days from Graduation. 

 

b. Though OPT for my first masters was denied and If I plan to do Second masters, then am I eligible for OPT and STEM extension by using second masters degree in IT ?
