F-1 to H1b COS/ Lottery Cap-2015

I was on H4 visa and applied for H1 last year (2015). I cleared the lottery but was not informed about it. Since then I have changed my status to F-1 and also got the visa stamped when I visited India in December 2015.

I have been informed about my visa lottery now, I think no status change has been filed by the employer till date.

I just want to know if I am still eligible to apply for COS from F-1 to H1 based on the H1 lottery I cleared?

If you haven't worked for the original H1 employer, you would not be considered counted in the quota.
