 I am palnning to apply H1B for this year through consultency ,

 Here question is , 

 What can i expect as a proof from consultency wheather they applied/not my petition .

nothing, as h1b should not be your concern, you cannot ask for anything.

 

If you are paying for it, then its illegal. if not, then they are not suppose to share anything with you (atleast at time of filing it).

if you won't trust that employer then why consulting firm, are you paying for your H1?

If you don't trust the employer, then find a better one.

And NEVER pay for an H1. An employer who asks you to give them money, no matter how they call it, and even if they "promise" to pay it back, is shady. Run away from such an employer as fast as you can.
