H1b amendment in progress - safe to change company ?

My status is H1B. My company 'X' spinoff hence they files an H1b amendment to reflect the new name as Employer 'Y'. H1B amendment is filed 7 months ago under general category and it is stand still (no progress yet) . My lawyer only filed for amendment and not for h1b extension because my h1b is already approved till Sep 2017 and so does I-94.

 

My questions are:

 

1) I have an offer to join a new company. Can I transfer my H1B in current scenario, where my h1b amendment is still pending? It’s already been 7 months I don’t know how many more months it’s going to take to get approved.

2) Again, in the same scenario, can I go for h1b stamping to Canada?
