L1B to H1B Convertion

Currently I am L1B status and planning to file in for H1B this year. My education is all from science(both Bachelors and Masters from Indian universities ( 17 years of indian education)).



* Area of my job experience is Application testing(Manual & automation tools) for 9 years.

* Am I eligible for H1B ?

* Education evaluation is required?
 if so *************** is good to opt for ?
* What is the possibility of getting petition approved?

* Any suggestions / advices on my case?
