H1 application from INDIA , travel on H4

Dear Experts,

Pls help me to clarify below point:

 

1) Im a H1B holder and stay in US. My wife has H4 visa and planning to travel from India to US by 6th April 2016.

 

2) I'm planning to apply  H1B for her in 2017. Meaning her H1B petition will be filed on 1st April 2017.

 

3) if her H1B got approved, will she be able to work from Oct 2017? or she needs to go back India/Other country and get it stamped? 

 

4) Which is the better option? Apply H1B from India? or US ( assume currently she stays in US with H4 visa)

 

Pls suggest?
