H1B petition approved in 2008, can i use in 2015

Hi

 

I have Approved H1B Petition in 2008, attended visa interview and obtained 221(g) blue form

 

but unfortunately my employer not responded  to it.

 

The validity of the petition is 2008-2011.

 

Is it possible to use the H1 b petition in 2015, can i get cap exempt.

 

could you please provided suggestions on this.
