h1b stamped(not used) but petition got revoked .am i eligible for filing h1b without cap through a new employer?

hello,

I got h1b lottery in 2014 and got it stamped till 2017 june for employer A.

I have never traveled to US.Now i resigned from employer A and joined another employer B.and my old employer has revoked the petition.

Could you please let me know if my new employer can file a new cap exempt h1b visa for me since i have already counted against the cap in 2014 .if possible, is there any timeline to file new h1b application?

You need a new H1 filed on April 1st next yr, new employer cannot file cap exempt H1 since you haven't worked for your H1 sponsoring employer.
