Reclaim H1b unutilized time

Hi, I need an advice. My H1b was approved in October 2006 and I spent around 1.5 years in US. I came back and was in US on L1b visa for 10 months again. 

 

Now Is it possible to reclaim my balance duration with another company without lottery. My H1b expired date was March 2009 and it is almost 6.5 years

 

So, Can I apply for renewal without lottery now.

Yes, you are cap exempt and you can get 3 years and 8 months remaining on your H1B.
