Can an EB2 Labor be ported or used when filing EB1

Hi Experts,

 

I read thru a lot of your blog responses and they help me in my better understanding of immigration and related issues. Now here is another issue where I need help

 

My girl friend has applied for EB2 and the lawyers sent her an email that her I-140 is under process.

Now she intends to move to EB1  The lawyers advised her that she is eligible under OR category, and also her company HR also advised doing the same. Now the question is can she use the same labor approval from EB2 for EB1, or will she have to go thru the labor approval process again.

 

Let me know if I am missing something here. I wanted to make sure she asks the lawyers the right questions.
