Should filing for H1B an issue if there is already a B2 visa?

Hi,

 

 

I am graduating this December, and am inviting my parents for my graduation ceremony. I want to invite my brother too, but he wishes to file for H1 next April from India. I was told that having a valid tourist visa would be an issue if you are later filing for a H1 visa. Is that true??

Would there be any problem for my brother's application if I ask him to take a visitor visa now?
