Anyone attended for H4 visa stamping(H1B to H4) in Canada?

Hi Everyone,

 

Can you please confirm if anyone attended H4 visa stamping(H1B to H4) individually in Canada without primary H1B applicant appointment, If so please share your visa experience and success rate? Also which consulate is better in Canada currently, My wife has H4 visa appointment on this 23rd September in Vancouver BC, currently she is on H1B which is valid till 30th september, I have H1B visa valid till Sep - 2017.
