F1 TO H4 EAD, H1 PETITION APPROVED - WORK ELIGBLE

My wife is currently on F1 Status (with OPT extension) and H1 petition approved and effective from 10/01/2015.

 

However we have applied for F1 to H4 (COS) and H4-EAD concurrently which is still with USCIS.

 

Now that we have applied the change of status from F1 to H4, is she still eligible to work on H1 from 10/01/2015 ?
