H1B transfer while outside U.S. prior to stamping

While working with company A (India), my H1B application was filed and it got approved. Due to certain personal reasons, I had quit company A and joined company B in India. Please note, I did not get my visa stamped yet. Can I transfer my H1B petition (active until 2017) to a new employer, preferably, a consultant to get my stamping done and travel to the U.S to work for that consultant? Is there any complication associated with this?
