opt for a second master's degree

I got my first master's degree last year, and I didn't even apply for opt after I graduated in February 2014 . Then I went back to my home country for 5 months.  and came back to USA for my Phd in August 2014. Recently I plan to quit the phd program and graduate as a master's next year. I am wondering if I am still eligible for opt application after I got the second master's degree.  

 

I know that I can't apply for opt using my previous master's degree when I am in Phd program. But what if I transfer from phd to master's degree, provided that I didn't apply for opt using my first master's degree.
