Are we eligible to attend H1B to H4 visa stamping in Canada?

Hi Everyone,

 

This question is regarding H1B to H4 visa stamping in Canada, Currently iam on H1B visa( I-140 also approved) and my wife is also on H1B, My H1B is valid till September 2017 but my wife's H1 is ending this month( 30-September- 2015), Since H1B to H4(COS) process taking more time in USA we have decided to go Canada for my wife H4 visa stamping and she wanted to attend based on my H1 petition, My questions are.

 

1) Is she eligible to attend H4 visa stamping in Canada or we are supposed to go home country(India) only?

 

2) Can she attend for visa stamping before it expires( i.e 30-sep-2015) or she has to attend after 30-sep-15?

1. She can go to Canada but home country is suggested.

2. Yes, she can go before H1B I94 expiry. Her H1B visa date does not matter.
